block: make scsi_request and scsi ioctl support optional

This should shrink the kernel size for embedded device that only use, say eMMC a bit. Signed-off-by: Christoph Hellwig <hch@lst.de> Signed-off-by: Jens Axboe <axboe@fb.com>
