ANDROID: sched: add trace hook to enable EAS for SMP systems
At present, EAS gets disabled when on ASYM Capacity systems if all BIG or Little CPUs gets hot-plugged. Instead of disabling EAS by default, add trace hook and let vendor decide if EAS should be disabled or not.
