can: flexcan: remove HAVE_CAN_FLEXCAN Kconfig symbol
This patch removes the Kconfig symbol HAVE_CAN_FLEXCAN from arch/{arm,powerpc} and allowing compilation unconditionally on all arm and powerpc platforms.
