MIPS: Netlogic: Move device-trees to arch/mips/boot/dts/

Move the Netlogic XLP device-trees to arch/mips/boot/dts/ and update the
Makefiles accordingly.  A built-in device-tree is optional, so select
BUILTIN_DTB when it is requested.
