[libata] PCI ID table cleanup in various drivers

* Use PCI_VDEVICE() macro
* const-ify pci_device_id table
* standardize list terminator as "{ }"
* convert spaces to tab in pci_driver struct (Alan-ism)
* various minor whitespace cleanups
