ath10k: Add support for 64 bit ce descriptor
WCN3990 CE descriptor uses 64bit address for src/dst ring buffer. It has extended field for toeplitz hash result, which is being used for HW assisted hash results. To accommodate WCN3990 descriptor, define new CE descriptor for extended addressing mode and related methods to handle the descriptor data.
