gre: add collect_md mode to ERSPAN tunnel
Similar to gre, vxlan, geneve, ipip tunnels, allow ERSPAN tunnels to operate in 'collect metadata' mode. bpf_skb_[gs]et_tunnel_key() helpers can make use of it right away.
