tracing: introduce TRACE_EVENT_NOP()
Sometimes we want to define a tracepoint as a do-nothing function. So I introduce TRACE_EVENT_NOP, DECLARE_EVENT_CLASS_NOP and DEFINE_EVENT_NOP for this kind of usage.
