ethtool: add COALESCE_NTF notification

Send ETHTOOL_MSG_COALESCE_NTF notification whenever coalescing parameters
of a network device are modified using ETHTOOL_MSG_COALESCE_SET netlink
message or ETHTOOL_SCOALESCE ioctl request.
