cpufreq: remove unused notifier: CPUFREQ_{SUSPENDCHANGE|RESUMECHANGE}
Two cpufreq notifiers CPUFREQ_RESUMECHANGE and CPUFREQ_SUSPENDCHANGE have not been used for some time, so remove them to clean up code a bit.
