wadesong f1acee4bf4 qcacld-3.0: HW mode retrieval code clean up

With the latest code in the following functions:

wma_add_bss_ap_mode
wma_add_bss_ibss_mode
wma_add_bss_sta_mode
wma_set_channel

hardware mode retrieval becomes unnecessary because
the DBS related config is not checked anymore.
