Anurag Chouhan f00931b6fb qcacld-3.0: Remove the support for setwpaie ioctl

qcacld-2.0 to qcacld-3.0 propagation.

This ioctl gets call during the start of SAP/hostapd with wext
interface and which is obsolete, currently using nl80211 interface
for the same

Remove the code related to setwpaie ioctl
