Gaurav Jindal ebfc6ff874 msm: camera: isp: Add UAPI to get RCS flag ...

Few ports with UBWC needs RCS enablement. This commit adds
hint from userland to indicate if RCS can be enabled. This
information is passed as a part of acquire.
