Liangwei Dong 2e5f31d731 qcacld-3.0: Do not remove unsafe channel for SAP ...

If g_sta_sap_scc_on_lte_coex_chan != 0, the SAP and
STA SCC on unsafe channel is allowed.
The change keeps the unsafe channel in SAP channel
list if STA is active on the channel.
