When all vdevs in same mode(like SAP here),
MAX_NUMBER_OF_CONC_CONNECTIONS vdevs deleted but failed
to be restored as count sanity.

Vdev count of MAX_NUMBER_OF_CONC_CONNECTIONS is also valid,
and should be restored.
