Shashikala Prabhu e601f0d39d qcacmn: Modify the WIDE_BW_CHAN_SWITCH IE length check

Modify the length check to drop beacons which has
WLAN_ELEMID_WIDE_BAND_CHAN_SWITCH IE length less than 3. This is to
accommodate the addition of fields to this IE in the future.
