Krunal Soni dea4595c14 qcacld-3.0: Converge release csr command operation using single API ...

Current driver is using different wrapper APIs to release the csr
command buffer which doesn't make sense.

Converge those wrapper API and call them from csr_release_command
API to make it simple to understand.
