Jeff Johnson d5ba8a632e qcacld-3.0: Fix semantic issues with IPA counting macros

Checkpatch identified multiple issues with the macros:
HDD_IPA_INCREASE_INTERNAL_DROP_COUNT
HDD_IPA_INCREASE_NET_SEND_COUNT

Fix those issues.
