Vivek d1bd5ce929 qcacmn: Provide valid range for dp_int_timer_threshold_tx INI 
The default value provided for the INI item
dp_int_timer_threshold_tx for WIN is 1000 which is
beyond the specified INI range 8 and 100.

Changing the max value to 1000 to accommodate
the default value used by the INI and avoid
warning while parsing INI values.
