Asutosh Mohapatra 33d2fdb523 qcacld-3.0: Handle self roam for legacy with caution ...

Currently while processing roam synch legacy case
is not handled properly for self-roaming case and
host is sending roam as it finds peer is
already attached to a vdev.

To address this issue don't send roam stop if peer
is attached to same vdev.
