Jeff Johnson d57d4bbb66 qcacld-3.0: Fix core/pld documentation ...

There are quite a few documentation issues in core/pld:
- Documentation of implementations instead of interfaces
- Duplicate documentation
- Syntatically incorrect kernel-doc

Fix all of these issues.
