Remove the old SAP-CSR flow for start bss, stop bss and channel change req processing which is disabled currently under the SAP_CP_CLEANUP macro. Cleanup the redundant checks in the deauth, disassoc response processing in CSR. Change-Id: I5a360fc267688b51ca645551108b65646a3c8c1a CRs-Fixed: 3164259
