Add QCA_WLAN_VENDOR_ATTR_CONFIG_WFC_STATE vendor attribute,
Userspace uses this attribute to configure wfc state to
Driver/Firmware. Driver/Firmware uses this information to
optimize power savings, rate adaption, roaming, etc.
