Enable following special 4 ports concurrency for HST:

(SAP+STA) (2.4G MAC SCC)+(SAP+STA) (5G MAC SCC).

1. Update pcl table for fourth connection
2. Increase max connection number to 4
3. Add concurrency allow check for 4 ports
