Amar Singhal c1f9c1af05 qcacld-3.0: Remove sub-ctl codes. ...

Firmware does not require the sub-ctl codes from the host. Therefore,
remove the calculation of sub-ctl codes from the host APIs. Also
remove the associated data structures.
