bings bd637ae29b qcacld-3.0: fix max of gReportMaxLinkSpeed ...

The max value of gReportMaxLinkSpeed should be
CFG_STATS_LINK_SPEED_REPORT_MAX_SCALED.
Set the max value of gReportMaxLinkSpeed to
CFG_STATS_LINK_SPEED_REPORT_MAX_SCALED, otherwise
gReportMaxLinkSpeed does not work.
