sheenam monga 00f035dcde qcacmn: Update gEnableSNRMonitoring to true ...

Currently in wma_chan_info_event_handler chan info
is updated based on gEnableSNRMonitoring. By default
gEnableSNRMonitoring is set to false, due to which
chan info is not updated.

Fix is to keep gEnableSNRMonitoring enbaled, so that
chan info can be updated.
