Vijay Patil 882f3a6e57 qcacld-3.0: Update INI and cfg HE caps for user BW configuration ...

Update Preamble Puncturing INI parameter "he_rx_pream_punc" to
default which gets from FW.

Also update the cfg HE 2 GHz and 5 GHz capabilities parameters
instead of memcpy.
