Currently firmware core dump enabled via debugfs, so
added changes to enable fw core dump from sysfs.

Command to enable and disable fw dump:
adb shell "echo 1 > /sys/module/msm_video/parameters/msm_vidc_fw_dump"
adb shell "echo 0 > /sys/module/msm_video/parameters/msm_vidc_fw_dump"

By default it will be disabled.
