Aasir Rasheed 6d13d93bc8 qcacmn: Add api to check if vdev is tdls

Currently we are defining tdls vdev check only
for 11BE MLO defined macro, However there is a
need to return false if 11BE MLO is not defined.

This change is to check if vdev is tdls.
