Himanshu Agarwal 0527e8f6d2 qcacld-3.0: Dump Tx/Rx packets during connection ...

Propagation from qcacld-2.0 to qcacld-3.0.

Add changes to send 32 tx/rx packets to HAL layer during connection.
This can help in debugging connection related issues.
