Wu Gao 17fc92fd16 qcacld-3.0: Correct CSA reason for N79 case ...

When N79 enabled and disable 5G and 6G band, 5G SAP will swith to 2G
band with CSA. CSA reason should be CSA_REASON_BAND_RESTRICTED.
