Replace the channel avoid event data structure with the one defined in regulatory module, remove the HDD callback as regulatory module is consuming the FW event now, add logic to notify user space of channel avoid event. Change-Id: I6b1b986837ab89503a7e0469619193b0af8127da CRs-Fixed: 2080241
