To bring OSIF driver synchronization in line with recent VDEV and PSOC enhancements, add osif_driver_sync APIs. These allow for atomically acquiring the driver synchronization context, and protecting various call flows via DSC primitives. Change-Id: Iba8df54bb1a3894118adf3daf1d0de8a554284ae CRs-Fixed: 2408210
