Devender Kumar 71cf1a4856 qcacmn: Fix for peer authorize check ...

When EasyMesh feature is enable at compile time but not at runtime,
then the peer authorization is not proper.
Fix is to check for peer authentication irrespective of feature enable
at compile or runtime.
