When regdb is non offload, it invokes ucfg_reg_program_default_cc to initialize the default country code. Because the num_phy is not initialized and the country code source cannot not initialize properly in function reg_process_master_chan_list, 11d cannot be triggered. Solve the problem mentioned above by initializing num_phy in reg_program_default_cc. Since it is non-offload, initialize num_phy to 1.
