Enable 10th bit of CFG_BTM_ENABLE ini to forward BTM request
frame to upper layers when frame contains MBO assoc retry
attribute. when supplicant receives this MBO frame it will
use the frame info for blacklisting the AP so for the next
connection framework will avoid this AP.

The bit 5, 4, 3 are used differently in case of solicited and
unsolicited btm request. Update the description of the ini
param to provide clarity on the usage of these bits.

Roaming to new AP is depends on the periodic scan which occurs every
10sec in fw. Due to the default value of sticky time (btm_sticky_time)
to BTM AP is 5 min, periodic roaming scan gets disabled in fw till
sticky timer expiry. So FW won’t trigger a periodic scan for 5 min,
in case of roaming to new AP by BTM.
In case if STA roams to new AP by BTM and Disassociation Timer
expires before Stick time, DUT is not able to roam to a candidate
AP till Stick time expiry.
In order to allow roaming just after disassociation timer expiry,
Make Stick time value to zero by default.

Firmware expects btm_offload_config value as 0x1c1 by default
so that BTM query is enabled. To enable BIT 7, "prefer_btm_query"
ini is used and its default value is 1. To enable BIT 8 in
btm_offload_config, "prefer_roam_score_for_candidate_selection"
ini is used and its default value is 1. Enable the BIT 6 also
by default.
Change the default value of btm_offload_config to set bit 6 by
default.

Add new ini to configure various roam trigger parameters:
1. "minimum_btm_candidate_score"
Consider the AP as roam candidate only if its score is greater
than minimum_btm_candidate_score. This value will be sent over
the WMI_BTM_OFFLOAD_CONFIG command.
2. "roam_scan_inactivity_time"
Device inactivity monitoring time in milliseconds for which
the device is considered to be inactive with data packets
count is less than configured roam_inactive_count.
3. "roam_inactive_data_packet_count"
Maximum allowed data packets count during
roam_scan_inactivity_time.
4. "roam_scan_period_after_inactivity"
Roam scan period in ms after device was in inactive state.
5. "btm_roam_score_delta"
Roam scan delta value for btm triggered roam scan. This value
will be sent to firmware over the WMI_ROAM_AP_PROFILE wmi
command.
6. "idle_roam_score_delta"
Roam scan delta value for Idle roam scan trigger reason. This
value will be sent to firmware over the WMI_ROAM_AP_PROFILE
wmi commnd in the roam_score_delta_param_list tlv.
7. "disconnect_roam_trigger_min_rssi"
Candidate minimum rssi value for disconnect roam trigger. This
value will be sent to firmware over the WMI_ROAM_AP_PROFILE
wmi commnd in the roam_score_min_rssi_param_list tlv.
8. "beacon_miss_roam_min_rssi"
Candidate minimum rssi value for BTM triggered roam. This
value will be sent to firmware over the WMI_ROAM_AP_PROFILE
wmi commnd in the roam_score_min_rssi_param_list tlv.
9. "bss_load_trigger_5g_rssi_threshold"
If connected AP is in 5GHz band, then consider bss load roam
triggered only if load % > bss_load_threshold && connected AP
rssi is worse than bss_load_trigger_5g_rssi_threshold.
10. "bss_load_trigger_2g_rssi_threshold"
If connected AP is in 2GHz band, then consider bss load roam
triggered only if load % > bss_load_threshold && connected AP
rssi is worse than bss_load_trigger_2g_rssi_threshold.

Currently, whenever roaming is triggered after a successful roam scan
firmware sends a BTM query to current connected AP when it is 11v
capable. Driver completes roaming with candidates received as part of
BTM request from AP. STA respond to AP with BTM response after
successful initiation of roaming.
Now the requirement is FW could send "BTM query with a preferred
candidate list" after a successful roam scan for some roam scan reasons
like PER, LOW_RSSI, HIGH_RSSI, MAWC, DENSE etc. Preferred candidate list
is obtained as part of roam scan based on firmware bss scoring logic.
Add new ini "btm_query_bitmask" to configure the bitmask for roam scan
reasons which is sent to firmware as part of RSO start via wmi btm config
cmd. Fw sends "BTM query with preferred candidate list" only for those
roam scans which are enabled through this bitmask.
New INI: btm_query_bitmask

Default: 0x8
Bitmask : 0x8 (LOW_RSSI) refer enum WMI_ROAM_TRIGGER_REASON_ID.

Add the following new WCNSS_qcom.ini value:
"prefer_roam_score_for_candidate_selection" - choose to sort the
candidates on roam score or preferred AP list send in the BTM
request frame by AP.
When this ini is set, host driver will
modify btm_offload_config bit 7 which will be read by firmware
to get this ini value.
“roam_candidate_validity_timer” - roam cache entries validity
timer. The candidates in the roam cache are valid only for this
time value. This value is sent to firmware over the wmi command
on the structure wmi_roam_offload_tlv_param
"btm_disassoc_timer_threshold" - Disassociation timer threshold
to wait after which the full scan for roaming can be started
after the AP has sent the disassoc imminent

Add new WCNSS_qcom.ini value:
"prefer_btm_query" - Set this flag to enable the firmware to
send btm query for neighbor list. If this flag is not set,
the firmware will fallback to current mechanism of sending
11k neighbor report request instead of btm query.
When this prefer_btm_query is set, host driver will modify
btm_offload_config bit 8 which will be read by firmware to
get this ini value.
