Added cdp support for external tx completion. In case of mesh mode per
packet tx completion stats has to be filled in the meta header and external
function has to be called for updating these stats. It is the responsibility
of external function to free the buffer after reading the stats

Remove the htt.h file inclusion from inside the cdp layer.
The upper layers should include this. Create a common
enum structure to be used inside the cdp_if layer.
Translation will take place in the DP layer.

Added a new layer CDP_IF inside dp which is an intermediate
between the data path functions and the upper layers. All function
calls from outside the DP layer to the DP layer goes via the CDP_IF
layer
