The per packet info feature can be enbaled to support enhanced
stats independent of mesh mode.

There is a possible race condition that target_start can be
called during load unload leading to htt_srng_setup being
called before monitor srngs are initialized. This check will
prevent the srng_setup_call from soc_start. The rings will
subsequently be initialized when monitor modle is loaded.

During undecoded mode capture reset expected to reset
only phy error filter flags. But disabled monitor mode
capture filters as well. This resulted a backpressure
in monitor mode destination ring.
Added an appropriate check to disable only phy error
filter without disturbing monitor mode filter setting.

The monitor status ring is configured for filtering
in undecoded phy error packets. Each phy error can
be controlled using a specific error mask configuration.

Currently the monitor buffers allocation is attempted
for 2 RXDMA monitor status/destination rings.
For certain targets, eg KIWI, there is only one RXDMA
monitor status/destination ring, and the monitor buffer
allocation for the second ring fails. This return status
is not handled properly.
Fix the monitor buffer allocation to use the number of
rxdma rings from cfg context and handle the return status
properly.

MO stands for Monitor Other which is a filter setting specified by
host to hardware to receive TLVs for non-associated clients.
In case of enhanced stats and smart monitor, non-associated clients
are not considered and therefore disable filter settings for MO for
these features.

In WCN7850, the tlv header width is 64-bit and the tlv header
start is 8-byte aligned inside the monitor status ring desc.
Add changes to parse the monitor status ring TLV according
to the TLV header width.

In WCN7850, there is only one common RXDMA dst ring for
both the mac.

For IPQ products, there is 1 refill ring which is of hardware type
and host replenishes the buffers onto this ring so that hardware can
use these buffers for Rx.
In IPA offload mode, the buffer replenishment model is different from
the one mentioned above. There are 3 refill rings, out of which,
2 are software refill rings (1 for host and 1 for IPA), and last ring
is hardware ring given to FW.
Ring given to IPA is to refill the buffers after processing the
regular Rx packets and ring given to host is to refill the buffers
after processing of exception packets. Since there are 2 entities to
refill the buffers, the hardware ring given to FW multiplexes these 2
software rings and provides the buffers to hardware.
Make changes to follow above replenishment model for SDX+Pine
integration.

In ifconfig athX stats, tx packets and bytes were getting double
incremented in NSS offload disabled case. It was due to tx.comp_pkt
stats getting updated both in per packet Tx completion path and in
Tx per ppdu indication from HTT path.
Fix by updating stats only in the Tx. completion path.
