This enables the option to configure when a peer's
TID queue needs to be flushed. This is required to
discard packets that are no longer useful to the application.

Add API target_if_get_active_mac_phy_number to get max
active MAC-PHY pairs from target IF.
The API will loop through all HW mode and get max MAC-PHY
number in all HW modes.

Refactor the code to move the serialization of
rx reorder queue setup wmi command to target-if
layer.

ba_window_size_valid and ba_window size support is missing
while sending wmi_peer_reorder_queue_setup. This is needed
