With new configuration changes for enable_peer_extended stats, update

This feature can be enabled runtime using sysfs interface.
Support is added to dump and clear the histogram stats.
The lower delay regions has to be more granular to indicate any
medium related issues for time sensitive XR applications.

The monitor status ring is configured for filtering
in undecoded phy error packets. Each phy error can
be controlled using a specific error mask configuration.
Added below cfg80211tool command to configure phy error
mask for filtering undecoded phy error packets.

For 1x1 DBS case, host also need to configure max_mac_rings
as 2 and initialize each RX ring, currently host only consider
2x2 DBS case.

In BE architecture, HW provides basic vdev stats support for upto
48 vdevs. For each vdev, there is vdev_stats_id which represents the
id of this vdev on HW. This vdev_stats_id is assigned by host and
is conveyed to HW at the time of REO TID Queue setup for the peer.
Add logic for allocation and deallocation of vdev_stats_id and
convey this id to HW.

In ME6 we are currently using a workaround to send the native wifi packet
through the exception path, as the older HKv1 hardware didn’t support
single packet AMSDU. Since, the hardware is supporting this starting
from HKv2, we are sending ME packets as normal packets to FW with
DMS indication in Peer based meta for Beryllium.

Add support to invoke HIF runtime PM APIs in TX packet path based on
throughput level. Essentially at high throughputs, where runtime PM is
not expected to provide power gains, invoking the APIs is deterimental to
performance.
Hence invoke runtime_pm APIs based on throughput level.

The multicast echo check feature is moved to hardware in

Any update to the SRNG TP/HP when the device is in low power
state would result in system errors. It is recommended to disable
EXT grp irqs and drain TXRX before sending power save enter command
to the FW. This will ensure that no interrupts are received while
in power save mode and as a result there wont be any HP/TP updates.
