2f48b53345 qcacmn: Prevent link down for SAP on DFS channel 
For SAP on DFS channel, the PCIe link down should be prevented
so that HalPhy can access DDR memory to report Radar found event.

d76b54a1c5 qcacmn: Move psoc object to common component 
Presently PSOC object is initialized differently between
WIN/MCL. With this implementation the psoc creation and
destroy will be moved to common code.
