Avoid vdev aggregate stats for every ppdu stats event as it is
consuming high CPU in veriwave max clients testcase. Instead
aggregate the stats when ifconfig athX command is issued. Add
CDP API to aggregate and update stats called when needed

GRO aggregations are hanging out of NAPI instance and we cannot use the
hif NAPI instance in Rx thread as gro_list inside NAPI is flushed out
at the start and end of NAPI poll, this will corrupt the gro_list on
which rx_thread is working. Address this concern by creating dummy
NAPI instances mapping to each hif NAPI and by not scheduling them.

As many as 5 vdevs can be created, which is defined by MAX_SME_SESSIONS.
But flow control pools are only valid for active TxRx capable vdevs.
which is 3 active vdevs. So attach flow pool creation to vdev_start
instead of vdev_attach.

Added CDP callback APIs so the DBDC repeater module

Addba recieve/response logic has been implemented in
host for HE instead of in FW like VHT. setaddbaresp
is not hooked to the dp module yet to set the addba
response from userspace. Implement the required logic

The existing peer API cdp_peer_find_by_add does not maintain any peer
references. So a peer which is returned by the API may get deleted in a
different context. This may lead to access to a already deleted memory.
Fix the issue by introducing new APIs "peer_get_ref" and
"peer_release_ref" which make sure the peer is valid until it is
"released" (peer_release_ref is called).

Currently there is no support for management MGMT TXRX
component over HTT endpoint and supports only over WMI.
As a result for platforms which does not support MGMT
over WMI will break other components which uses MGMT TXRX
component to send mgmt packets.
In this change implement changes to support MGMT TXRX
component over HTT.

The cdp_peer_ops register_ocb_peer() method currently takes a cds_ctx
parameter. Converged datapath APIs should not require the MCL-specific
CDS context, and in fact it is not required by the MCL implementation,
so remove it from all OCB peer registration APIs.

When hdd_get_tx_resource is called, if free Tx desc is lower than low water
mark, vdev->os_q_paused will be set as 1 and WLAN_STOP_ALL_NETIF_QUEUE will
be triggered after a while. Before WLAN_STOP_ALL_NETIF_QUEUE is triggered,
if ol_tx_flow_ct_unpause_os_q is called, WLAN_WAKE_ALL_NETIF_QUEUE will be
triggered and vdev->os_q_paused will be set as 0. In such case there will
be no flow control unpaused forever.
Tx should be paused by flow control when Tx desc is lower than low water
mark, and unpaused when Tx desc is bigger than high water mark or Tx is
already paused by flow control.

Adds support for flow control on convergence branch.
Allocate Tx descriptors dynamically when vdev comes up.
Tx queue is paused and unpaused internally in host based on the
stop and start thresholds.

Add CDP API to get security type for ucast and mcast from
peer handler. Add additional peer handler argument for raw mode
rx decap functions. The peer handler is needed in the raw mode
functions for getting the security type of the frame and process
it accordingly.
