Bala Venkatesh	448e8cd53e	qcacld-3.0: Move the INI gSkipDfsChannelInP2pSearch to scan component Currently, INI gSkipDfsChannelInP2pSearch is initialized in P2P component and later copied to scan component for usage. Since this INI is only used by scan component and not the P2P component, move the initialization part also to the scan component. qcacld-3.0: Move the INI gSkipDfsChannelInP2pSearch to scan component

Currently, INI gSkipDfsChannelInP2pSearch is initialized in P2P
component and later copied to scan component for usage.
Since this INI is only used by scan component and not the P2P
component, move the initialization part also to the scan
component.
