On the initiator side, Host needs to send
WMI_VDEV_ADD_MAC_ADDR_TO_RX_FILTER_CMDID to firmware before sending the
PASN Auth frame. Hence, move send_set_mac_addr_rx_filter_cmd_tlv() from
wmi_unified_p2p_tlv.c to wmi_unified_tlv.c file.

- target_if layer was calling UMAC layer wifi_pos_get_rx_ops(). This was
leading to compilation errror in WIN platform. Hence, added target_if
layer API target_if_wifi_pos_get_rx_ops().
- WMI_RX_SERIALIZER_CTX is used to register PASN peer create and delete.
WIN platform does not use the above context. Hence, use WMI_RX_UMAC_CTX
for WIN and WMI_RX_SERIALIZER_CTX for MCC.
- WIFI_POS rx_ops callbacks are registered in target_if layer. But, these
callbacks are called by UMAC component. Hence, move this registration
function to UMAC layer.
- Add an API to convert host PASN peer type value to target defined value.

Currently if ENABLE_HOST_TO_TARGET_CONVERSION is defined, WMI_HOST_PEER_*
can be translated to WMI_PEER_* through API
convert_host_peer_param_id_to_target_id_tlv.
If ENABLE_HOST_TO_TARGET_CONVERSION is not defined, WMI_HOST_PEER_* in
common code is sent to firmware directly, which is incorrect.
Define WMI_HOST_PEER_* to WMI_PEER_* if ENABLE_HOST_TO_TARGET_CONVERSION
is not defined. Then WMI_HOST_PEER_* can be used in common code.

When set_fcc_channel is set, host driver sets tx_power info about
channels 12, 13 to hardcoded values. Now firmware sends information
about channels 12, 13 to host driver and currently there is no
support to extract and store this information and use it to
modify tx_power of channels 12, 13 in host driver.
Add support to store the tx_power of channels 12, 13 received
from firmware and use this to modify tx_power of fcc channels.

FW-Host Handshake for BANG_RADAR_320_SUPPORT
1. FW advertises its capability of processing BANG_RADAR_320_SUPPORT
id via wmi service bit 'wmi_service_bang_radar_320_support'.

Currently host sends many vdev or pdev set param commands
separately to firmware.
Combine all vdev or pdev set params together where ever
possible, send to WMI.Based on service capability
WMI_SERVICE_COMBINED_SET_PARAM_SUPPORT, host decides whether
to send all set params to firmware at once to reduce number of
transactions or need to follow legacy way i.e send params
separately one after the other.

After received rx packets, host should keeps in active state for some time
(500 ms by default) until next runtime suspend is triggered, If found rx
link speed change from good to poor or from poor to good, can send
to firmwware by WMI instead of QMI, QMI may block current thread for N msec

Enable bits in WMI_INIT command to let the FW know about host's
capability to support notify frame feature. If the feature is enabled,
host can mark certain TX frames as "notify frames" for hardware and they
need not be sent to FW. FW depends on this capability exchange to decide

Critical update is the explicit signaling for STA to notify
any change in BSS param.
There are two categories of critical update params.
Category 1 elements: CSA, ECSA, Quiet, Quiet channel,
Max Ch Switch Time, that are directly included in
the per-STA profile of partner AP.
Category 2 elements: Except category 1 all operational IEs
HT/VHT/HE/EHT and WMM/EDCA/MUEDCA params.

Category 2 CU params per ML VDEV
WLAN_VDEV_OP_CU_CAT1: Change in category 1 param
WLAN_VDEV_OP_CU_CAT2: Change in category 2 param
Host notify to FW by updating current link CU param in
wmi_bcn_tmpl_ml_info TLV of BCN TMPL CMD.
