We want to enable the compiler's -Wmissing-prototypes switch, but
there is existing code that is generating warnings. Fix all warnings
in wmi.

Propagation from qcacld-2.0 to qcacld-3.0
Some of the logs are printing quite often and spamming the kernel logs.
Hence move them to appropriate log levels and remove the useless debug
messages.
