When TX completion entires are pending over 60 seconds,
Perform force free for these entries that belong to invalid
vdev. This could allow system to continue to go to suspend.

With restructuring in HIF runtime PM module, modules are
required to register with the HIF runtime PM module. Also,
changes are done in functions of allowing and preventing
runtime PM suspend as part of restructuring.
This change registers DP, HTC and HAL internal modules
with runtime PM module and update HIF runtime PM function
calls with the restructured code of HIF runtime PM module.

Per peer extended stats are maintained as a histogram having 10
delay buckets. Each packet will fall into one of these buckets as per the
delay calculated. These buckets are now increased to 13 as per requirement.

As the value of min_delay is initialized to 0,
during the updation of min_delay per-packet,the
new value is compared with 0.This results in the
value of min_delay always becoming 0.Fix this by
initializing min_delay to very high value.

This feature can be enabled runtime using sysfs interface.
Support is added to dump and clear the histogram stats.
The lower delay regions has to be more granular to indicate any
medium related issues for time sensitive XR applications.

Rate statistics are updated at both peer and vdev level in Tx HTT
and Rx monitor path.
As per peer optimization changes, macro DP_UPDATE_EXTD_STATS is used
for aggregation of extended stats and this macro is used for both peer
and vdev stats query.
With this approach, when user requests for vdev stats, then rate stats
for vdev are updated with the rate values of the last peer present in
peer list of vdev and this results in wrong output.
In order to fix this, add an API to update the rate stats for vdev
separately.

In WIN BE chipsets, replace the REO tid
queue programming in FW via WMI with writing to a
Host managed table shared by HW and SW. REO HW will
pick the tid queue address from the table indexed by
peer id and tid number.

Customer reported their HLOS LTE-WLAN transition algo sometimes go wrong
for wrong low layer stats, Txretry delta is bigger than Txtotal delta.
Txretry unit is msdu while Txtotal unit is mpdu.
Add vdev/peer stats for mpdu number of successfully transmitted after
more than one retransmission attempt, to align mpdu tx_packets, tx_failed.

For WCN7850, the first mac (i.e.. MAC0) is capable of
2G/5G and 6G data transfer. Hence initialize and use
only on RXDMA monitor status ring.

In BE architecture, HW provides the support for basic vdev stats and
hence per packet stats updation of above parameters can be done only
when enhanced stats is enabled or HW vdev offload stats is disabled.
Avoiding per packet stats updation reduces CPU load and improves KPI.

Tid in RX frame header may be larger than MAX TID allowed
value, this will lead a out of boundary array access and
lead to kernel crash at last. Change is aimed to do a TID
check and discard such frame when necessary.
