qcacld-3.0: Remove deprecated gEnableM2MLimiation INI item

gEnableM2MLimiation INI item is no longer needed. Remove entire
code related to this INI item.

Also, remove all concurrency related code defined for emulation platform
within QCA_WIFI_3_0_EMU MACRO
