qcacmn: Add APIs to get packet type and subtype

Propagation from qcacld-2.0 to qcacmn.

Add APIs to get DHCP, EAPOL, ARP, ICMP, ICMPV6, TCP
and UDP packets type and subtype from the netbuf.
