qcacmn: Remove orphan DP IPA prototypes

The original DP IPA implementation included some function prototypes
for which there were no associated function implementations. Since
these are pointless, remove these orphan prototypes:
dp_ipa_uc_set_active()
dp_ipa_remove_header()
dp_ipa_add_header_info()
dp_ipa_register_interface()
